Only by defeating any of the expansion 6 champions and obtaining their special skulls can he be summoned.
Defeating Khal Ankur grants skill cap scrolls, which increase the maximum total skill cap a character can gain. The highest-level skill scrolls are +20s, and the lowest are +5s and go progress in increments of 5 in between.
